Holding of SHANTIGOSHTHI AT Jantar Mantar , New Delhi by the All India Association of Central Excise Gazetted Executive Officers in view of stagnation and serious Pay erosion .

Shri A. K. Sharma , President of the All India Association of Central Excise Gazetted Executive Officers ( Chandigarh Zone , comprising of Punjab, Himachal Pradesh, Jammu & Kashmir and Chandigarh) informed the Press that the Superintendents of Central Excise numbering around 12000 , the highest number of Group – B Gazetted Executive Officers in any of the departments under the Central Government are suffering from prolonged stagnation , financial degradation due to pay erosions and social humiliation in officio- social hierarchy due to in responsive attitude of Central Board of Excise & Customs , New Delhi .
He further informed that most of the Superintendents , who join as Inspector of Central Excise are retiring from the post of Superintendent after only one promotion in their service of 33- 35 years in comparison to the IRS Officers and Ministerial Staff in the same department of CBEC , who get 4 to 5 promotions . In CBDT under the same Ministry the officer recruited as Inspectors are retiring after 4-5 promotions , which goes up to the level of Additional Commissioner , even 3 officers have already been promoted as Commissioners and 17 are on the verge of promotion to the same rank . Shri A. K. Sharma , President of the Association also informed thePres that these issues were raised earlier too and peaceful dharna was held at Jantar Mantar on 30-11-2009 and Memorandum to this effect was given to P.M.O. All India Association of Central Excise Gazetted Executive Officers met the Finance Minster Shri Pranab Mukerjee and apprised him off the grave situation . The issue was even raised in the Parliament by Shri Manish Tewari , Member of Parliament and even many senior Members of Parliament vouched for this and strongly crecommended for necessary rectification for optimum utilization of human resources and human capital available . But the CBEC is doing a disservice to the nation by underutilizing it’s resources . IRS officers of CBEC have already benefited themselves at par with the IRS in CBDT , but are using dilatory tactics when it comes to the cadre  of Superintendents / Inspectors of Central Excise and perpetuating the problem by cosmetic promises . He said that as a result , the officers are now burning in the fire of discontent .
Shri Boota Singh, General Secretary of the Association informed the media that All India Association of Inspectors have also joined hands with them on the issue and shall be present in the SHANTIGOSHTHI to be held at Jantar Mantar on 20-4-2011 . Confederation of All India Govt. Employees is also observing programme on this day ; Other constituents staff Associations under JAC would also take part in the programme . Three buses carrying around 150 officers of Chandigarh Zone shall leave for New Delhi at 5.00 a.m. on 20-4-2011 from the Office of Central Excise at Dandi Swami and the remaining officers posted in the offices of Chief Commissioner/ Commissioners would also stage Peaceful Dharna , through out the country on the same day to knock at their doors , so that the Adminstration may arrive , awake , act fast at last and stop making paper efforts by really acting & reacting effectively in the time bound manner .
